The Climate-Friendly & Equitable Communities( (CFEC) rules were created by the State of Oregon based on an executive order issued by former Governor Kate Brown.
The new rules require some cities and counties to make changes to their regulations around land use and development, parking requirements, transportation system planning, and expanded regional coordination.
The primary areas of impact to the City of West Linn includes:
Oregon House Bill 2003, passed by the Oregon Legislature in 2019 in response to the state’s housing crisis, requires jurisdictions to update their Housing Capacity Analysis (HCA) and develop an associated Housing Production Strategy. The aim is to help communities meet the housing needs of Oregonians.
The West Linn City Council adopted Ordinance 1736 to amend the West Linn Community Development Code to promote the development of Middle Housing options in compliance with Oregon House Bill 2001.
